Conclusion
Two products share the label "HR software" in the United States, and they are priced on different axes. At a hundred employees the cheapest published option charges per location rather than per head, so its bill is $30 a month whatever the headcount. The most expensive is a PEO-style bundle, payroll plus benefits administration plus compliance, priced per employee: $1,975 a month at twenty-five employees and $7,900 at a hundred. Against the cheapest option at each size ($29 and $30), that is 68 times at twenty-five and about 263 times at a hundred, the largest multiple between cheapest and most expensive in any report in this quarter's series, and at $7,870 a month the largest gap.
The middle of the market is far more ordinary. The median modeled bill is $79 a month at five employees, $199 at twenty-five and $649 at a hundred. The published per-employee fee runs $0 to $12, the base fee $0 to $49, and five providers set a minimum monthly charge of $29 to $250. A buyer comparing two medians would see a sensible-looking market; a buyer comparing the two extremes would see two different purchases.
Seven of the twelve providers publish a price. Five also publish an Employer of Record rate, $199 to $699 a month per person, for hiring in a country where the business has no entity.
